The film outlines, through the story of seven year old Hong Swee Kiat, the scope and progress of Singapore's educational development schemes and closes with the official ceremonies at the Youth Rally with concluded the 1950 Education Week during which exhibitions and other manifestation brough the scheme vividly before the public.
